Fixing "Hex strings must be even length" error

//if the string doesn't start with 0 then it's obviously not hex...

This isn't my complete code, just the part I am having problems with. I am trying to check if the given index of the array of chars is in the string. My problem is that I get the Hex strings must be even length error?
